The cloudiness is likely due to suspended organic particles. Increase mechanical filtration by adding a fine filter pad or polishing pad to your Fluval 407. Ensure you're not overfeeding and remove any uneaten food promptly.

One more thing: avoid rapid parameter swings in small volumes. Dose slowly, and always pre-mix saltwater outside the tank. A 1-degree temp shift in a 10 gallon is more drastic than in a 50.

Tank size isn't the only factor. Flow and lighting matter more for coral health. In a 10 gallon, aim for 20-30x turnover and at least 100 PAR at the substrate. Test magnesium regularly if keeping LPS.
