I've been reading that they can be reef compatible, but there's a risk of them nipping at corals. Don't wanna take that chance, which is why I said they aren't reef safe for my setup.

Not a fan of cardinal fish, to be honest. I've been reading up and I'm not sure a sixline wrasse would be the best fit for a 20 gallon tank. I might still consider it, though. Need to do more research.

Suggestions welcome - I'm clearly indecisive here.

Current fish in a 20 gallon long reef are a Pecula Clown, Firtideflow, zenixzenix Zen Archon

A tank can be run just fine without live rock - I've seen it done. Fish-only tanks, they just use a large filter to keep up with the bioload.
