Ludwigia Repens is a tough one if your tank isn't dialed in. I'd start with the basics: light, ferts, and CO2. Even a little liquid CO2 can help. What's your tank temp? Cooler water can slow growth.

Ludwigia Repens needs more light than you're giving it. A basic LED might not cut it unless it's high output. Also, sand substrate can compact and starve the roots. Try root tabs if you're not using them already. How long are your lights on each day?

I've had success with a balanced fertilizer like Thrive. It covers all the bases, so you don't have to guess. How long have you had the Anubias? Sometimes they just take time to adjust.
