Yeah, it's not unheard of, I've read that sixlines will occasionally exhibit this behaviour, seems like you're witnessing it firsthand.

I believe they can thrive in a smaller tank, at least up to about 3 inches in length. The usual nanotank considerations still apply, though.

While they may attack smaller shrimp to establish dominance, this is largely limited to their own kind. Incompatibility with arrow crabs is a concern, but they rarely target other tankmates. I think keeping a Diplectrum formosum in a home tank is definitely possible, but it's gonna be a challenge. I'm with you on option 1, removing the fish to a QT and treating with Melafix or Maracyn seems like the way to go.
Freshwater baths are usually my go-to, but I'm not convinced they'd be effective on popeye - might be worth considering, though.

Your water params sound solid, so it's likely just the fish's natural behavior. Adding more hardscape like driftwood or rocks can create barriers to protect the plants. How many Silver Dollars do you have? Overcrowding might be stressing them into nibbling more.

From what I recall, they're supposed to be ready to breed in under a year after birth, so that's probably the timeframe we're looking at for both mollies and tetras.
