Second the air stone idea. Used one when I had dividers. Made a big difference.

I tried mesh once. They flared constantly. Switched to solid and they stopped. Water flow wasn't great though. Had to add a second sponge filter.

Also, how old are your bulbs? If they're past their prime, the spectrum shifts and plants can't photosynthesize as well. Just a thought.
