Tetras can be nippy, even neons. Watch for fin nipping or if he's hiding more. Might need to separate them if he's stressed.

Also, check the temp. Bettas like it warm, but tetras prefer it a tad cooler. If it's below 76°F, that could explain the laziness.

Another thing—how's the flow in your tank? Bettas hate strong currents. If the filter's too powerful, it could be wearing him out.
