Is my betta behaving normally?

My betta's been battling this illness for about a month now. Initially, I gave betta fix and melafix a shot, but no luck. Next up was Aquarium salt with methylene blue and kanamycin - still no real improvement. He's currently on his third day of maracyn 2, but I'm not seeing much progress. Any advice would be greatly appreciated.

What are your water parameters - ammonia, nitrite, nitrate levels? Tank size, did you set it up properly, know about the nitrogen cycle? Was the tank cycled before adding fish?

I didn't catch the torn fins initially. The aquarium salt should've done the trick, though. How long did you end up leaving the salt in the water? And did you dissolve it properly before adding it to the tank?
