Betta might have fin rot or tear

hey guys, sry about the caps lock, i'm kinda freaked out rn
my poor betta's got a huge chunk of his fin missing. he seems active & all, but i'm getting worried. i thought it was just a fin tear, but it's been a month & it's still not healed. also, the tank's water is all green & dirty with algae everywhere. pls help me out, i don't wanna have to mess with the filter if i don't have to. i'm literally begging you, i love this little guy with all my heart!!!!!!!
