observations of yellowtailed damselfish behavior

Hey guys, I've got a question. I've got a 30 gallon hex tank with about 10 pounds of live rock, a 3 striped damsel and a devil blue, along with 2 yellow tail damsels. Also, I've got a CC star, 4 blue legged hermit crabs, and some snails. I recently did a water change and added a power head to the tank. Now I've got a penguin 170 biowheel and a maxi-jet 400 power head running. The blue and 3 striped damsel seem to be loving the extra circulation, but the yellow tails are acting really weird. They just stay at the top of the tank, near all the equipment, and barely move. They're still alive, I just checked, but they only come down to eat when the food is right next to them. They're not even startled if you go near them. Is something wrong with them or my tank? I've checked the water with my testers and everything looks normal, just like it always does. The rest of the creatures in the tank seem fine, though. One thing, I don't have a quarantine tank for the damsels, just FYI.
