My betta's top fin is looking kinda rough, got fin rot or what?

Is the fin itself discolored or just the edges, any white fuzz or redness?

Also, are there any holes in the fin or is it just that one section that's affected?

Yeah just that section, torn fins is all I see, no discoloration.

Nah, I don't think it's a cut, looks like it's been that way for a bit.

I'm not ruling out a cut entirely, but in my experience, fin rot usually starts with some sort of injury, even if it's just a tiny nick on the fin.

Anything slightly sharp in the tank?

There's this one piece of wood in the tank, that's the only thing that comes to mind.

I'd advise getting some API fin rot medication, just follow what it says on the bottle.
