adding fish to a new setup: is cloudy water safe?

Let's start fresh. I've never actually used this substrate, so it might take a bit to get it right. I'm used to planting in gravel and sand, and using root taps to let the plants absorb what they need through their roots.

I'm not familiar with this substrate, but from what I've gathered online, it seems to get good reviews for fish and shrimp tanks. Based on what I've read, I think it should be okay.
