That nitrate level is pretty concerning, to be honest. I'm thinking maybe all these daily water changes haven't been enough to keep it under control.

I've been getting mixed opinions, but I'm happy to say Red is pretty much back to normal - about 95% better. His fins are looking good again. I've been doing daily water changes and I'll be testing the water in all the tanks tomorrow to check all the parameters. Red and Levi's tanks are still in the cycling process, as far as I know.

Not really, unless you have a super sensitive species. Most fish can handle nitrates in the 100s ppm. It's not like ammonia or nitrite, those are the real dangers. I've heard some people's tap water has more than 40ppm nitrates, and their fish are fine. Cheers.

Update: Red's due for a water change today, and I'm thrilled to report he's doing amazingly well. I honestly didn't think he'd pull through, but he's a real trooper. Now he's actually begging for food, which is a huge relief - we're still taking it easy on him, feeding him flakes about once or twice a week. Fingers crossed he'll stay healthy from now on; he's definitely proven himself to be a fighter.
