I think coltin got it wrong - Pygmy isn't a seahorse species, and I'm not even sure what that is. Also, I couldn't find anything from CITES about a ban on importing wild-caught seahorses.
Hippocampus fuscus might work in your tank, depending on the dimensions, and if you can switch from brine shrimp to mysis shrimp. 13 gallons is a bit small, but I think a pair could work out.
That being said, having a mandarin goby in a tank that size doesn't seem like a good idea to me.
