Could be a combo of things. Light, ferts, and CO2. Even low tech plants benefit from a little CO2. Maybe try a liquid carbon like Excel?

I'd start with adjusting the light duration. Try 10 hours and see if that helps. If not, then look into upgrading the light or adding ferts.
