I'd check the brine shrimp too. Are you hatching them yourself or buying? Store-bought can sometimes carry bacteria that fry can't handle. Also, try adding a bit of crushed flake for variety.

Mine did better when I added more plants. Gives them hiding spots. Also, what's your heater brand? Cheap heaters can have temp swings. And how's the room temp? Stable room temp helps keep the tank stable.

Blackwater is a solid suggestion. Tannins mimic their natural habitat. Also, are you using any air stones? Too much surface agitation can stress fry.

Another thought, how's the tank cycled? Even with 0 ammonia, a new tank can have weird vibes. Also, what's your water change temp match? Sudden changes can shock them. And are you using a drip method for changes?
