My little frog spawn seems to be developing extra heads - is that normal?

Those little sprouts will definitely emerge. I had an experience with a frogspawn having 8 heads, and due to some water issues, only 2 heads remained intact, the rest got peeled off. However, two weeks later, I was surprised to see baby sprouts coming out of those "dead" heads - they weren't coming back to life or anything, just new life sprouting from them.

I'm dealing with a nitrate issue right now, and I'm worried it's gonna harm the little guys.

Nitrates are at 30ppm, btw, that's the issue I'm dealing with.
