Cycling new aquarium water tds

I've been wondering if it's okay to use the tap water in my area, which has a TDS of 270, for cycling my new aquarium. Once the cycling is complete, say after a couple of weeks, I was thinking of switching to water from an RO plant with lower TDS, around 50, before introducing discus. My main concern is whether the change in water TDS will harm the beneficial bacteria growing in my canister media and rocks.

I'd also appreciate some advice on how to accurately measure nitrates and nitrites using the API kit when the water is quite brown due to tannins. The color of the test tube is really hard to match with the chart.
