I've been noticing this tiny thing on the end of his fin, and then it's gone. I've seen it before, but the other day it was super noticeable.
The first two pics are from the other day - that thing on his fin looks almost clear, right? Then it came off, but it's back again today - that's the third pic. What is this thing? And yeah, he still has some fin rot going on - I've been doing lots of water changes with salt, but can't seem to shake it off.

To me, it seems like just a color variation, and your betta's fins appear to be in good condition. I recall my own betta having a small white mark on his dorsal fin that wouldn't budge, yet he remained perfectly healthy.

I'm not referring to the fin itself, but the tiny thing attached to the end of it, that's what I'm trying to figure out.

I'd say it's likely excess mucous or a bit of fungus. For the fin rot, I've found that adding a couple of heaped tablespoons of rock salt to every 20 litres of tank water can help. Leave the salt in for 2 weeks and see how it goes. If you don't notice any improvement after a couple of days with the salt, it'd be good to post some more pics so we can take another look.
