Java Ferns don't like being buried in substrate. Make sure the rhizome is exposed. They're slow growers, so patience is key. What's your light intensity and duration?

I'm using sand with root tabs. Works great for my other plants. Maybe I'll cut the light duration and see if that helps.

Sand can be tricky for Java Fern. They prefer to attach to driftwood or rocks. Maybe try tying it to something instead of burying it.
